The Emission of Hazardous Substances Section of the Hazardous Substances: Handling - Protective Measures Department tests products for their hazardous substance emissions. Where all the requirements are met, it issues corresponding certification. Suitable test specifications are often not available for newly developed product types. When new product types appear that contribute to reducing workplace exposure to hazardous substances, the Emission of Hazardous Substances Section is therefore actively involved in developing new methods and adapting existing methods by which these product types can be tested. The section also conducts projects for research into emissions of hazardous substances from machinery or work processes. Its remit also includes studying and enhancing protective measures’ effectiveness in reducing workplace exposure to hazardous substances, and providing consulting on the associated issues. The section represents OSH interests in the regulatory process through its participation on committees and in international standardisation work.

Testing and certification in the Emission of Hazardous Substances Section

In its capacity as a test and certification body, the IFA is affiliated with DGUV Test, the testing and certification system of the German Social Accident Insurance. In response to requests from manufacturers and distributors, it conducts type tests in which products are tested for hazardous substance emissions. Testing is generally based on standards or test specifications setting out product-specific safety requirements (in German only). The actual tests are sub-tests specific to particular hazardous substances, i.e. they examine only aspects of hazardous substance emissions, and do not include comprehensive safety tests.

Where a product satisfies the requirements of the relevant test specification, the customer is usually issued a DGUV Test certificate, which authorises him to apply the DGUV Test mark to his product. Machines and filter materials/elements that have passed the tests are listed in the DGUV Test database (in German only) or in lists of approved products in the IFA-HANDBUCHdigital (in German only). Inclusion in an IFA list of approved products may have legal relevance for certain product types (welding fume extraction units, industrial vacuum cleaners and dust collectors), as it constitutes formal recognition by the German Social Accident Insurance Institutions in accordance with Section 10 (2) of the German Hazardous Substances Ordinance (GefStoffV).

Testing and certification is offered for:

  • Equipment for capture and separation of welding fumes up to a flow rate of 2,500 m3/h (testing in accordance with DIN EN ISO 21904-1 and -2 and the (German) test specification GS-IFA-M03 (non-accessible) -> application form can be found here
  • Air extraction systems for use in dental laboratories (capture equipment and filter units; testing in accordance with the (German) test specification GS-IFA-M20 (non-accessible)) -> application form can be found here
  • Filter materials and filter elements for use in machinery for the removal of dust (dust classes L, M and H, tested in accordance with DIN EN 60335-2-69, Annex AA, Sections 22.AA.201.1 and 22.AA.201.2) -> application form can be found here

Research and development in the Emission of Hazardous Substances Section

Research and development projects are generally carried out jointly with the German Social Accident Insurance Institutions commissioning them. The primary aim of such projects is to reduce workplace exposure to hazardous substances. To this end it may, for example, be necessary to conduct simulation tests verifying the effectiveness of protective measures, to identify potential for improvement, or to define safety requirements for certain machinery or equipment and develop suitable test methods. The inclusion of descriptions of newly developed or adapted test methods in national or international standards enables the emissions of hazardous substances from the machinery or equipment concerned also to be tested subsequently against these standards by other test bodies. Participation on a range of committees, the provision of consultancy services to businesses, and presentations and publications enable the observations to be transferred for use in the field.
