BG/BIA recommendations for inspections in motor vehicle test centres

Aims:

During testing of motor vehicles in accordance with § 47 a and § 29 of the German road traffic licensing regulations (StVZO), gaseous and particulate combustion products and unburnt constituents of fuels may be released in the working areas of testers and lead to employees being exposed to hazardous substances. The objective of this project was the formulation of BG/BIA recommendations for the measurement and assessment of hazards posed by hazardous substances at the workplace: procedure- and substance-oriented criteria for workplace monitoring (Technical Rules for Hazardous Substances TRGS 420, Appendix 2) for the description of safe working conditions for the testing of motor vehicles, and for simplification of diagnosis and, if appropriate, withdrawal from the surveillance scheme.

Activities/Methods:

A number of hazardous substance measurements were performed in selected, representative motor vehicle test bodies.

Results:

The measurements show that the levels of hazardous substances arising (carbon monoxide, carbon dioxide, diesel engine emissions) are essentially within the limit values. One clear violation of the limit values and one measurement value in the magnitude of the limit value were observed in one case for diesel engine emissions. Testing was performed in both cases in the same shop, in which exhaust emission testing was also being performed at the time of measurement. The extraction funnels employed were observed not to comply with the relevant standard in BG/BIA recommendations for exhaust emission test pits, nor with technical regulation TRGS 554. The results obtained have been implemented in BG/BIA recommendations 1036. These recommendations describe the technical and organizational requirements which must be met if hazardous substance surveillance is not performed.
