Around 10 million children and young people at primary and secondary schools around Germany enjoy the full protection of the German statutory accident insurance system. Insured employees in schools also include full-time teachers and other groups (e.g. caretakers). Primary and secondary schools comprise all state and private seats of general education, and in particular primary schools, comprehensive schools, grammar schools, special schools of all types and seats of adult education offering school-level qualifications.

In view of the fact that school-level educational facilities have a key role to play in the development of an appreciation of safety and health, the safety and health-conscious design of school facilities is the core objective of the German Social Accident Insurance (DGUV) in this area. The DGUV fulfils this objective by representing the interests of its members in discussions with the corresponding specialist ministries and working with the Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany, employers and employees, umbrella organizations representing social insurance institutions and other organizations.
