How to develop and implement a QM system
Successful development and implementation of a QM system in a company necessitates a systematic procedure. There are various possibilities though, essentially, they comprise similar methods. One example is presented below.
1. Specify quality policy
The company's managers specify the management strategy, objectives and quality policy.
2. Define project tasks
Set up the project team and appoint project managers.
3. Determine target situation
Compile a list of the market requirements and requirements set out in QM standards and in civil and public law.
4. Determine current situation
Perform "stock-take" of the current QM system by conducting system audits and analysing and documenting the
existing processes.
5. Define objectives and create plan
Based on the quality policy and the results of the two preceding steps, define objectives and specify the
individual steps involved in the development and implementation of the QM system.
6. Create and sort documentation
Sort existing documents in accordance with the topics necessary in the QM system. Specify topics for all of the
process and work instructions necessary in the QM system and decide on the persons/teams responsible for creating them.
Guidelines on the formal aspects of drafting process and work instructions are beneficial.
7. Inspect and approve documentation
Supervise teamwork and advise teams. Audit relevant requirements or conduct and evaluate process audits. Examine
and approve, based on the requirements, process and work instructions created.
8. Produce QM manual
Structure the QM manual in line with the business processes. Draw up the various sections of the QM manual. In each
chapter, refer the reader to the related implementing rules and instructions.
9. Implement the QM system
Roll out specified procedures in the company.
10. Audit the processes
Conduct system and process audits to assess the suitability of and compliance with the process and work
instructions implemented and adapt the instructions if necessary.
11. Introduce a Continuous Improvement Process (CIP):
quality management relies on ongoing enhancement. To this end, a continuous improvement process should be initiated
and systematically implemented.
