Presumption of conformity for DIN EN 954-1 extended by two years

But numerous cases in which standard can no longer be applied

Safety standard DIN EN ISO 13849 ("Safety of machinery - Safety-related parts of control systems - Part 1: General principles for design") supplements the essential requirements for safety-related machinery control systems set out in the EC Machinery Directive. DIN EN ISO 13849-1 was first listed in the EU Official Journal in August 2008 and has given rise to a presumption of conformity since then.

The presumption of conformity for the standard’s predecessor, DIN EN 954-1, on the other hand, was set to expire at the end of the transition period when the new Machinery Directive, 2006/42/EC, was introduced. However, on 7 De-cember 2009, the European Machinery Committee discussed an extension of the transition period. In the meantime, the EC Commission has specified that it will be extended by two years. The extension is to be announced in an up-date to the list of harmonised standards, scheduled to be published in the EU Official Journal on 29 December 2009.

However, there are several reasons why it is recommendable to begin applying DIN EN ISO 13849-1 as soon as possible. Some type C standards, which are listed as harmonised standards under the terms of the Machinery Direc-tive, already refer to DIN EN ISO 13849-1. In the case of many other C standards, the process of incorporating this reference is now almost complete. Application of DIN EN 954-1 will then no longer give rise to a presumption of con-formity. DIN EN 954-1 no longer reflects the state of the art in many applications, particularly where safety compo-nents with electronic parts are used. Many buyers require products to comply with the new standard because, for example, of liability concerns, even though the old standard still gives rise to a presumption of conformity. On 7/8 July 2009, the European Machinery Committee determined that manufacturers that apply DIN EN ISO 13849-1 benefit from the presumption of conformity even if the machinery product standards still refer to EN 954-1.

Practical solutions for evaluating machinery control systems

The DGUV's BG Institute for Occupational Safety and Health has developed a number of practical solutions to sim-plify the process of evaluating machinery control systems in accordance with DIN EN ISO 13849-1.
